When will the Pool of Pools officially be disbanded, and what is DCLI doing to continue serving chassis customers in LA/Long Beach?

  • TRAC initially announced that it would cease operating in the Pool of Pools on June 1st. The company has since stated that they intend to cease PoP operations on June 30th. Starting on July 1st, DCLI will conduct chassis pool operations in the LA/LB area with our Direct ChassisLink Pools (DCLP) product. 

How will DCLI’s chassis offerings differ from those of TRAC and Flexi now that they have both left the PoP?

  • DCLI will be the only IEP in LA/LB with a comprehensive set of chassis procurement solutions. These include a daily rental pool with start/stops across the harbor (DCLP), a range of leasing options (DCLL), and a private pool offering out of our Navy Way facility with newer, GPS-enabled equipment for those who want reservation-based capacity (DCLR)With this breadth of options, we are able to more effectively tailor chassis solutions directly to each customer’s specific needs. 

Where can Motor Carriers get a DCLP chassis? 

  • We are planning to keep our port footprint as is and are working on those details with the terminals. By maintaining our on-terminal start/stop locations, we believe that our customers should not experience any impact to their operations.
    Currently, we have confirmed that DCLP chassis will be available at the following locations, allowing Motor Carriers to pick-up and drop-off chassis based on available inventory levels: 

    • BNSF-Commerce  
    • BNSF-Hobart 
    • Everport 
    • FMS  
    • Navy Way Chassis Depot 
    • PCT 
    • SSA Pier A 
    • TTI 
    • UP-ICTF  
    • UP-LATC 
    • WBCT  
    • YTI  

    Additional locations could be added, which will be updated in this document and can also be found on our website. 

Are there any changes to chassis start stops in the LA/LB area?

  • We have added a new DCLP start/stop location at our Navy Way Chassis Depot located at 895 Reeves Avenue in San Pedro, CA.

Where can I find information about available DCLP chassis inventory at various start/stop locations?

  • Daily chassis inventories and bare release instructions for the LA/LB market will be listed on our website starting on July 1st, but Motor Carriers may also contact DCLPchassis@dcli.com for assistance with chassis releases. 

Will I still be billed for chassis usage based on the container?

  • For chassis that are out-gated after June 30th, chassis billing in the LA/LB pool will change to “chassis rules” and each IEP will have the right to bill for chassis usage regardless of the box. You can find our daily chassis rates on our website. To ensure that you are signed up to use DCLP chassis, you can create an account at myDCLI.com/login
    If you are in possession of a chassis that out-gated on or prior to June 30th, please reference the FAQ document on the Pool-of-Pools website to determine billing rules. 

If Motor Carriers are handling Interior Point Intermodal (IPI) or Carrier Haulage (CH) moves, can they pick up a chassis at any terminal start/stop location (including Navy Way), or is there a different process for DCLP?

  • If the Ocean Carrier’s CH chassis contract is with DCLI, truckers can secure a DCLP chassis at any of our start/stop locations for the move based on terminal inventories and availability. Please visit our website to check availability or contact DCLPchassis@dcli.com
    Please note that the DCLP remains open to all Motor Carriers, regardless of the Ocean Carrier. For Ocean Carriers that we do not support, all usage charges would be the responsibility of the Motor Carrier. 

Which Ocean Carriers have Carrier Haulage (CH) chassis agreements with DCLI?

  • DCLI has CH chassis agreements with the following Ocean Carriers: 

    • APL 
    • BAL Shipping Lines 
    • CU Lines 
    • KMTC 
    • CMA-CGM 
    • Hapag-Lloyd 
    • Hyundai Merchant Marine (HMM) 
    • Maersk 
    • Mediterranean Shipping Company (MSC)

    • Polynesian 
    • Sea Lead 
    • Swire Shipping 
    • Transfar Shipping 
    • Xpress Feeders 

    If any other Oceans Carriers are interested in a CH chassis agreement with DCLI, please contact sales@dcli.com. 

How will billing be managed for chassis that are picked up before the PoP ceases operations and are not returned until after June 30th?

  • Open cycles will continue to be invoiced under the “box rules” that have always existed in the Pool-of-Pools. For example, if you are a Motor Carrier that has a ZIM container on the street under a DCLI chassis, TRAC will issue your invoice once the container/chassis are returned to an authorized Pool-of-Pools start/stop location. However, if you choose to continue to use that chassis once this cycle closes, billing will revert to “chassis rules”. 

Will all chassis pools be able to terminate equipment at the rails in LA?

  • DCLP equipment will be able to terminate at BNSF and UP locations throughout the harbor. Please contact the respective IEPs operating in the market to determine at which locations their equipment is allowed to terminate.  

How do I request a bare release for a DCLP chassis?

  • Please email DCLPchassis@dcli.com to request a bare chassis and include the following information: 

    • MC SCAC 
    • Ocean Carrier 
    • Container Pick-up Location 
    • Quantity of Equipment Needed 
    • Size of Chassis Requested 
    • Preferred Shift for Release
