GAO Report Articulates Benefits of Competitive Proprietary Chassis Pools

We are pleased that today’s report from the Government Accountability Office (GAO) recognizes the tremendous benefits that proprietary chassis pools offer with regard to choice, safety, efficiency, dependability and innovation. This model – which has been adopted nearly everywhere in the U.S. – encourages competition, incentivizes investment by American providers of intermodal chassis, and has enabled us to support all-time record volumes associated with the COVID-19 recovery.

Conversely, the American Trucking Associations (ATA) is urging the Federal Maritime Commission (FMC) to impose government-mandated, monopoly gray pools to benefit a handful of its largest drayage members organized under the North American Chassis Pool Cooperative (NACPC), who want to avoid competing in the open market. For these reasons and more, we urge the FMC to dismiss the ATA’s complaint and support a continued move towards proprietary pools.
